This error occurs mostly in EFT Processing but can occur elsewhere. The error indicates that too many instructions have been given to the system. Since the system is overloaded, it is giving you the option to switch to part of the application that is causing a bottleneck so it can be closed.
Note, the reason this is most frequently encountered in EFT Processing is that using the Settle button on EFT Processing causes the system to complete the entire settlement process instead of settling only the selected transaction.
