Duplicate alarms and events based on class code option

Added a new option in SWS under Signal Processing>Generate Duplicate Alarms/Events Class Code that sets a specific class code that will override if the options Signal Processing>Generate Duplicate Events and/or Signal Processing>Generate Duplicate Alarms are set to false. When the class code in the option is set, customers that are assigned that class code will have duplicate alarms and events go to the alarm queue even though the options for those specifics are set to false.
