We take email addresses from the bill to as well, but also allow the customer to send to other recipients. The email address would have to comply with email structure standards.
A list of every email address ever sent to can be found in KS_SedonaSync_Email or KS_SedonaSync_Email_Queue (I always forget if it has _Queue on it or not).
